Default MS SQL and db.inc.php file

I noticed mssql functionality was added here:

but how do I modify the db.inc.php file?

Why has this been implemented, but can't be used? What syntax needs to be changed in this file to use a SQL database?

I see more MS SQL support added here:

But I ask again - how do we call on the MS SQL database within the db.inc.php file? Thomasb?
