Default svn 357 tinyMCE built in spellchecker

i recently svn to version 357, changelog says that the html editor now includes a builtin spellchecker, however when i tried using it a dialog box appear saying i must enable spellchecker in config.php, i'm confused as to what config.php to edit, is it main.inc.php? or is it something else?
