[0.5.2 actually] timezone will not work

I've set it in php.ini as "America/Los Angeles" and restarted Apache.

it's set as "auto" in config.  The server's date/time is correct.

Timestamp of messages going out is correct.

Timestamp of messages received is always an hour early.

For example, sent a message at 5:52pm from Gmail to RC; it came in as 16:52.

Any ideas of what's going on?  This has been wrong forever.  since v0.4... Nothing I do seems to matter.

Had to tick Daylight saving time in the User Interface setting.

Argh.
