upload size limit not working for multiple files, if file size limit is set

I have set the max upload file size limit to 8 MB,but after and after restarting the apache service verified the attachment limit.It was found that i'm able to attach multiple files of size less than 8 MB.When all the file sizes are added it is more than 8MB.

ie, I tried attaching a file of size 5.6 MB thrice,and it has been attached.

Since i have restricted the file size to 8MB,whether it is a single or multiple files,up to 8 MB only should be uploaded.How to configure this?
