php_intl.dll not available

Hi there I need php_fileinfo.dll and php_intl.dll for HTML mail. In the past during install I only had to remove the semicolon in the lines of the extension in php.ini. This still works for php_fileinfo.dll but not for php_intl.dll, when I run the roundcube installer says Intl: NOT AVAILABLE.

Im using Windows 7, hMailserver 5.6-B2145, xampp-win32-5.6.3.0V11 and roundcubemail 1.0.4
