generic_message_footer (roundcube 1.3.6)

I have added the following to my config.inc.php:
$config['generic_message_footer'] = 'config/its_footer.txt';

and created the file accordingly  (i.e. in the same folder as config.inc.php)

However roundcube is not adding the footer ?
