Adding response templates for a contact

Hey.
You must add response templates for the contact that is in the address book.
At what hook you can insert content that will provide the ability to add templates.
I need to insert a new form immediately under the block in the tabs (Properties, Personal information, Notes)
if there is an opportunity to add it to samb tabs after Notes? It will be generally excellent.
