$rcmail_config['include_host_config'] = TRUE; or FLASE ?

When downloading the new Beta2 the following line is set to False ($rcmail_config['include_host_config'] = FALSE;)
when reading the upgrade instructions from Brett is should be TRUE....?

Why isn't this set TRUE on the main Beta2 build
