RoundCube WebMail

Hi,

Just a quick question: is roundcube designed jsut to check email accounts which were already created via cPanel lets say or can also funciton as web mail client where anyone can register and use that mail?

As I just installed it (haven't setup mail server yet) and see no register in index page, just user, pass, server
