Yes, my PHP has OpenSSL option enabled.  phpinfo() shows that.

Problem solved.  Thanks for the pointer regarding SSL.  I had to enable to IMAP-SSL PHP extension.

For the record, in config.inc.php:

$rcmail_config['imap_open_flag'] = 'notls'

works well with both my IMAP server and GMail.
