Adding alert function to summary plugin

Added 2 lines in config.inc.php.dist and then something in line 57 in summary.php + function.

This way the summary page can be shown to users each time they login, nomatter what their setting for the page is, if they are using much space and getting near max.

Your modifications are a great improvement. Unfortunately I can't use your files because I have modified the plugin (not released yet).

Please either post a diff file of implement your mods in the attached version.
