SMTP error: Connection failed

Recently I tried sending a message in roundcube and it had the following error:

[08-Nov-2006 12:18:34 -0800] SMTP Error: SMTP error: Connection failed: Failed to connect socket: Connection refused
 in /home/buckyche/public_html/web-mail/program/steps/mail/sendmail.inc on line 253

It was working fine for the past 6 months but now it won't send when I put my smtp info in.

Does work however in php mail() but I heard that can cause problems
