reinstalled RC now back to square 1

I tried manually updating RC from .6-.7 but I broke it so I did a new install and I have almost everything working right. Now I'm having trouble getting my plugins to work.  I have the main.inc.php file in the root plugin directory in the email/plugin folder.  I have the plugins installed into the same folder (unzipped).  This is what my main.inc.php file looks like but I'm not getting anything working:

The main.inc.php file should be in /config/main.inc.php
