I do not see a .exe file

If you don’t have Linux, you can’t.

Not true. Roundcube does not require Linux it will run on any web server which meets the requirements (https://github.com/roundcube/roundcubemail/wiki/Install-Requirements).

There is no exe installer for Roundcube, installation instructions can be found in the INSTALL file distributed with Roundcube and in the wiki (https://github.com/roundcube/roundcubemail/wiki/Installation)
