Title: Is roundcube security hipaa compliant?

Looking for an open source email system to host on site that encrypts data at rest and in transit.
Is roundcube capable of this?

Roundcube is capable of being HIPAA compliant but that is completely dependent on how the system that Roundcube is installed on is setup and managed.
