So after taking a look at that image link, I am wondering why the address book is not working correctly. It seems as though I cannot add the name of the person. It adds everything else but. If I want to create an address book entry, I have to create a vCard first, then import. Any thoughts?

Does it work with the default skin?

Now is there a way I can make it work with Group Vice 4?

It would best to contact the skin's maintainer and ask them for support. You could try copying the <RC root>/skins/classic/templates/contactedit.html to the skin's template folder and see if that fixes the problem.
