Title: Backup-Restore

I know Roundcube is an email client and therefor the mail and folders are not in Roundcube, they are on the IMAP mail server (in my case hMailserver) that Roundcube is set to connect to. Yet what folder should I export/import if I want to save all the settings and all from Roundcube? I am using Windows with XAMPP?

Not a folder, all that info is stored in the Roundcube database. You need to use a backup/restore mechanism that works for the database type you use.
