I can successfully log into Round Cube and see my e-mail on-line. I am not able to download my email from Round Cube into Outlook 2007.

What is the Server Information? Are there any other values that need to be changed are altered for POP3 or SMTP values or other configurations?

RoundCube is only mail client, like MS Outlook. You must search server parameters on your email provider site or ask him.
