Service not available Error No. 1f4

After uninstalling and re downloading and unzipping a fresh copy I received this error. Actually my web host support did as they were kind enough to spend time trying to get this script to work. They are at a loss to know what to do anymore so your input would be most appreciated. I am on a cpanel linux platform

My upgrade caused the same problem. Can't get it work!
