Plugins list empty! :(

Hi all,
i have installed RC 0.9.4 on my server:
- Debian GNU/Linux 7
- Apache 2.2.22-13
- PHP 5.4.4-14+deb7u5
- MySQL 5.5.31+dfsg-0+wheezy1
All work fine, with IMAP and mailfolder's, but my config/main.inc.php contains:

...
$rcmail_config['plugins'] = array("password","emoticons");
...

Roundcube info not show plugins loaded. Password change is not available.

Is a bug??

And i have set this value:
$rcmail_config['debug_level'] = 8;
