Junk Folder Issues

I have an issue. I build up a new server with round cube. I have the users create. Everythings seems to be working fine. How ever I have some users that pick up their email using pop account. But they are not getting all there email because a lot of their messages age automatically getting put into the junk folder. As they come in. What can I do to force everything into the inbox so that they can get all there mail.

Turn off spam filtering on the mail server.
