TinyMCE Default Text Editing

I looked for a TinyMCE Community, but I only saw various TinyMCE topics that don't seem to relate to this one.  How can the en_US be edited for TinyMCE?  I'd like to edit the wording of the mobile attachment links such as (Special Characters), Etc.
