managesieve plugin

I've installed roundcube and it works pretty well,
I found the managesieve pluggin in plugin's folder, but I didn't found a README or somthing helps for install,

PLZ does it require server to communicate with, or it works indepedently?
is there any documentation for the managesieve plugin ?
