Accounts plugin display issue

Hi Rosali,
I have just upgraded to you latest plugins release(v2.4).

I have noticed that on the add and edit templates for the accounts plugin on the default skin, the gap at the top of the fieldset containing the form is higher than the rest of the settings section.

I have corrected this in my install and attached the corrected files, which you could add to the next release.
