default charset makes settings menu act strange.

when I set or change charset anywhere the Personal settings menu stops working, its like it only works with utf-8 char.
i want to use : $rcmail_config['charset'] = 'ISO-8859-1'; when composing mails.
ive tried changing char in main.inc.php and main.inc, with not luck.

anyone knows how to fix this?

And still, i cannot send roundcube emails to hotmail inbox
only outlook client will send mails to hotmail inbox.
