Hi,
what exactly is your problem? Everytime a new svn is released I try the following:
1) creating a new rc_svn_xxx folder
2) uploading the complete svn
3) opening the config -> main & db files and changing the settings so the settings matches to my mySQL database and imap mail settings (username/password, path/URL to database). Do not forget to remove the file ending .dist to .php
4) If you do not have the database created, run the install script. This will set up a new, empty database for you with some tables.

This is in short how I set up a new svn - try it, come back with problems and we'll have a closer look on it.
