I am creating a mail server on my debian server with roundcube and want to know the new_user_identity plugin allows to have a registration on the pages of my site Webmail for the external visitor can create an email address that with my domain name.

No it doesn't, what the plugin does is on first login to Roundcube it asks you to setup the From name, signature, etc.
