No Readme for "Help" plugin

I have been trying to get the "Help" plugin to work, but nothing shows when I put a html file in the contents folder, but there is no README file that comes with the plugin itself, so I have no direction, no comments in the files to help me either.  Has anyone added help files in this plugin?
