I need to double check that roundcube does not use any part of the Apache struts framework.

It doesn't. Roundcube is coded in PHP not Java.

Please how many email can roundcude throw in a day by using Webmail 1.1.7?

How many emails can it send? That's primarily a function of the SMTP server as it can limit those connections outside of Roundcube.
