moved install and now error: php has encounted and access violation at 01acac7a

I was moving my roundcube install from the test server to the production server and something is not clicking.

When running the installer step 3 says

Check Configured database seetings
PHP has encountered and Access Violation in 01ACAC7A

I've check all my permissions with the database 101 times as well ad IIS/Guest security access permissions to /temp and /logs.

Scratching my head on this IIS6 install.

Ideas?
