How to limit outgoing email per day/user

Viewing my log i saw this. Please give me good solution for this. Can we count number of email before send them and add some limitation rule?

Change $rcmail_config['max_recipients'] in /config/main.inc.php.

... or use limit_recipients plugin from http://myroundcube/google.code.com

Basically it is the same as you receive by following skaeros way. The only difference is to get a log file which helps you find spammers on your server.
