Modifying skins/default/mail.css to fix column widths does not work

People,

After looking at previous posts about how people changed the widths of columns, I have been messing around with skins/default/mail.css for ages and it seems to have no affect whatsoever on the column widths - is there something I am missing?  Do I need to restart something? - I have tried "apachectl -k restart" with no affect.  What else can control the the order and widths of columns?  The display seems to vary in column order and column widths between users but I can't find any individual configurations anywhere.  If we can't have mouse draggable column widths, the next best thing would be a configuration option from "Settings".

Any help would be appreciated.
