Rar is an extension for a file zipped with winrar. You can download winrar http://www.rarlab.com/download.htm to exrtact the file. Winrar is nice because it also will do tars which is what linux uses to zip files.

but i cannot install new bin programs. Is it possible to upload tarballs? Or can I create my own (from windows)?

Really not sure what your wanting to do? But yes, you can create a .tar with winrar.

Or you can use 7Zip (http://www.7-zip.org/) to create a .tar file.
