Roundcube on Plesk vs cPanel - account permissions

Forgive me if the following gets any technical terminology wrong, but hopefully you'll know what I mean. 😊

I've historically used Roundcube because it was an inclusion in the offering by hosting company Web24. I subscribed to Web24's Plesk Hosting, the Web Hosting Platinum plan.

Sometimes an email account user would access email via webmail. The user could access basic functionality, but was unable to do things like change a passcode. A passcode could be changed only by an administrator, in this case me, with access to Plesk on the server.

I've recently transitioned some stuff to VentraIP's cPanel Hosting. Roundcube is the webmail solution that VentraIP provides as well. However upon initially accessing email via webmail / Roundcube, VentraIP's version allows an email account user to access many more configuration options, such as being able to change a passcode.

VentraIP's version throws a spanner in the works in some cases, because incumbent processes have been set up on the basis of users not being able to change some of these settings via Roundcube.

I've inquired with VentraIP why the difference might be, and whether certain functionality could be restricted. VentraIP tells me no.

Can somebody tell me why the Roundcube interface and functionality might be so different with VentraIP than with Web24? Is hit Plesk vs cPanel that's a contributing factor?

Is it the service provider / host (as in Web24 or VentraIP) which sets things up including the degree of administrative access end users have via Roundcube?

In case helpful to know, if I access webmail now that it's provided by VentraIP, I see Roundcube Webmail 1.6.15. I don't know what version of Roundncube that Web24 provided because now all the DNS records are pointing to VentraIP.

There are clearly differences between the Web24 / Plesk offering vs VentraIP / cPanel offering. It'd be helpful if I understood why these differences, and whether it's possible to restrict users to access to selected functions, ie. prevent users via webmail to change passcodes and so on.

cPanel adds a number of plugins to Roundcube that add those features/functions. While a host can modify the Roundcube that comes with cPanel in practice no host will since it would add complexity when updating cPanel. As a end user of cPanel you don't have any access to make changes to the cPanel installation of Roundcube. The only option to have a different Roundcube configuration would be to install and maintain your own installation of Roundcube.
