custom "stationary" for html mail

So I've got users that like to send HTML mail ... ugh.
Anyway, they want custom "stationary" like they had under Outlook. Basically a pre-created and formatted HTML header and footer for each message.
I can see where the
is created in the compose mail window in the rendered page, but I can't find where to edit the file that generates it in the php code.
I'm figuring if I can edit it there, I can simply add in the existing stuff adn the mce editor will pick it up.
If changing the "compose mail" form doesn't do it, I guess I'll have to grab the message before it gets sent ot the SMTP server or the mail() function is called. Any help on finding that location would be great as well.
Thanks!
