xampp Intl:NOT OK error

Hello,
I am using XAMPP and when running the installer, i cannot pass the Intl extension somehow. I removed the semicolon ; in extension=intl in the php.ini file as shown below but still getting the same error. How to solve this problem?

Make sure you restarted the service after you made the change to the config file.

I restarted apache, mysql and refreshed the installer page, get the same error.

Any clue what might be wrong?

If I had to guess its possible there are multiple config files and the one you edited isn't the one that is being used by the web server.
