Missing applications

I have a few problems.  The main one is that my html signature only shows up about 5% of the time and when I can show a signature, I can't also compose in html.  If I compose emails in html, the words go past the margin into infinity.  Also, my personal settings are very limited.  When I go online to troubleshoot, I see many more options available.  Please help. - Robb
