database error

I get this message:
DATABASE ERROR: CONNECTION FAILED!

Unable to connect to the database!
Please contact your server-administrator.

I've contacted the host and they can't even figure it out. I'm not a programmer, so I'm happy to answer any questions to get to the bottom of this.

here's what I do know:
We are running Xcart 4.0.14
PHP 5.2.1
Apache 2.0.52

I have permissions to change the files in the roundcube directory.
I have this in my .htaccess

# AddDefaultCharset   UTF-8
php_flag   display_errors   Off
php_flag   log_errors   On
php_value   error_log   logs/errors
php_value   upload_max_filesize   10M


  Order allow,deny
  Deny from all


Order deny,allow
Allow from all

Which database app do you use?

What do you have defined in ./config/db.inc.php ...
