Charset issues

Hi there.
Have been using 2.0a and decided to upgrade to 2.1 (btw there is no such prefix). Previously used 1.1 and update from it to 2.0a.
My users have contacts with cyrillic symbols (russian and ukrainian names). In 2.0a everything is displayed ok. But in 2.1 russian text is broken.
Messages and skin labels are displayed correctly - so it is some problem with decoding data from mysql.

Where should I look?
