Opening compose form with predefined values

I'd like to add "Contact Us" link to top most toolbar ("Email, Address Book, Personal Settings, Logout") which, when clicked would open mail compose form with TO: and Subject: prefilled with what I want it to be there. Is there any way to achieve this? Thanks
