IIS7.5 logs (write enabled)

So I'm having some trouble getting the log file to be written to.  I went through the installation process which confirmed that the log and temp directories were accessible (IIS user enabled write).  I never see any files listed in them however.  Everything was working properly (attachments, saving, etc..) , so I didn't mind.  

Well now the hmail password plugin isn't working correctly, and I enabled the display error function.  It goes to the default location to write the error.  But it says the location as C:\inetpub\wwwroot\logs/error was not found.  I went to the password config php file and changed the front slash to a backslash and still nothing.  The password issue is besides the point though.  The log files refuse to be written.

Windows Server 2008 R2, IIS 7.5 with PHP web service (installed from MS).

Anyone see something like this before?

this is with the built in password plugin, the hmail_password plugin throws a similar log error though
