I can't write to the temp folder

I have chmoded to 777 but it keeps saying it is not writable, when the log folder is set to 755 and it checks it OK. I can't change the directory in the config it is displayed as /public_html/webmail/temp it seems to revert back to that when I modify it. The logs are simply entered as /logs

Update: I just updated the file in the main.ini.php manually.
