how is giving admins the power to decide what level of flexibility they want for their users a bad thing?
Roundcube Plugins: Contextmenu, SpamAssassin Prefs, and more...

This is normal behavior for an email client. No different than Thunderbird, etc. At least with Roundcube you (as admin) have the ability put some restrictions on it.
